Executive Director
Carmen Tyler Winston, MHSA, BSN, BA
Ms. Winston serves as Executive Director for the Delmarva Foundation of the District of Columbia and as Vice President, Quality Improvement Organization, for Delmarva Foundation for Medical Care, Inc. Ms. Winston has more than 25 years of healthcare experience in quality improvement and quality assurance, extensive project management experience, ambulatory health care, physician group-practice management, home health care and long-term care. In addition, Ms Winston has trained in Six-Sigma and Lean Healthcare.
Ms. Winston’s current role involves organizational oversight of two Centers for Medicare & Medicaid Services Quality Improvement Organization contracts. In this capacity Ms Winston ensures the implementation and progress of each scope of work.
Prior to joining Delmarva, Ms. Winston worked with the National Committee for Quality Assurance in Washington, DC. She was responsible for accreditation and survey compliance with managed care organizations, managed behavioral health organizations, preferred provider organizations, and she was instrumental in transitioning NCQA’s paper-based assessment tools into web-based products.
Ms. Winston holds a Masters in Health Services Administration from The George Washington University, Washington, DC; a Bachelors of Science in Nursing from Cornell University-New York Hospital School of Nursing, New York, New York; and a Bachelors of Arts from Clarion State University, Clarion, Pennsylvania. Ms Winston is credentialed as a Certified Professional in Health Information Technology and a Certified Professional in Electronic Health Records.
